Project Preparatory Facility

The Octopus Venture Capital Project Preparation Facility (PPF) is a joint initiative with a local commercial bank focused on developing bankable physical infrastructure projects across Africa’s underserved and fragmented markets.

The facility converts high-impact opportunities into investment-ready projects through feasibility studies, structuring, financial modelling, ESG integration, and investor-ready business cases. Through this model, the PPF supports national and sub-national governments and private-sector partners in advancing scalable infrastructure projects across affordable housing, MSME and industrial infrastructure, logistics, climate-resilient infrastructure, and other productive real asset sectors.

The model creates an integrated capital pathway from project origination to long-term financing. The PPF develops and de-risks projects at the early stage, after which the Octopus Fund deploys equity or structured capital into validated SPVs with strong commercial potential.

As projects mature, commercial banks and DFIs provide senior debt for large-scale execution and asset completion. This approach improves capital efficiency, creates clear liquidity pathways, and captures value across both development and implementation stages while enabling scalable, institutionally aligned infrastructure investment across African markets.
